To correct the data we used the classroom observations, the teachers' questionnaire and the learners' questionnaire.
The population consisted of First Form Arts' teachers and learners of six selected public secondary schools in Bujumbura municipality.

It was found out that most of the teachers do not know how to apply those techniques. Some of those teachers read aloud while learners are listening only.
They do not give learners the opportunities to read during reading lessons ; they are not aware of the reading subskills. They do not give the explanations of key words before the reading in order to motivate the class. In addition, there is the absence of learners' reading books. Consequently, the study shows clearly that the learners in the First Form Arts of public secondary schools in Bujumbura municipality are not exposed to the effective teaching of the reading comprehension skill.
