RESUME,

The present work investigates the problem hindering the learners' performance in writing skill in the first form arts section. It aalyses the obstacles which the learners encountered while they are dealing with the writing activities and blocked them to perform better in that skill. To explore how the learners dealt with the writing skill currently, i visited five secondary schools in Cibitoke Province; we focused on the learners of first form arts section and English teachers. I used teachers' and learners' questionnaires as well as written test for learners. Five teachers and one hundred learners were involved. The results were displayed in tables and quantitatively analyzed. The frequencies of responses weere expressed in terms of percntages. The results showed that bad attitude towards writing skill, pupils' lack of pratice, lacl*k of materials of materials for teaching writting skill and few writting activities do not allow the development of learners' writing skill. The contribution of this study is to let teachers and English program designers to know the causes of lack of learners performance in writing skill. On the bases of the results, it can be confirmed that the learners' performance in writing skill is insufficient.
