RESUME,

This work assessed the methods used to teach the speaking skill in basic schools.
The researcher investigated the methods used by English teachers to teach the speaking skill and other factors responsable for the shortcomings in thespeaking skill.The study was conducted in six basix basic schols of Gihogazi commune in Karusi province and 9 th form was the target class.Two types of questionnaires were used to conduct the study i.e,teachers and twenty pupils from 9th form classes in the six selected schools of gihogazi commune were the informants in this study.The research was conducted on the basis of three research questions with three hypotheses.First,it wasto know if English teachers in Gihogazi commune resorted to communicative methods to enhance the 9 th form learners English speaking skill.Second,it was to know if other factors such as time contraint,lack of materials,large classes,pupils' lack of motivation,language interference ,etc hampered the development of the speaking skill.Third,it was to know if the 9 th form learners' English speaking skill was also handicapped by the unskillfulness of some of their teachers' unqualification.The findings revealed that teachers prefer to use questioning and reading aloud techniques to teach the speaking skill and ignore other techniques such as choral work,discussions ,dabates,pair work or group work,role play,picture narrating,etc.
In addition,it was found out that teachers never give oral evaluations.Moreover,time constraint,lack of materials,large classes,pupils' lack of motivation,language interference,etc were pointed out as factors that hampered the development of the speaking skill in 9 th form learners of Gihogazi commune.
