It was conducted in Cibitoke in Buganda Commune in order to check if pupils and English teachers in seventh grade face problems during teaching and learning process. So as to reach reliable results, four hypothese drive this study : they are many difficulties that handicap English teaching and learning ; pupils have varying attitudes towards English ; pupils' home background has a big impact on their English language performance ; lack of teaching and learning materials contributes to poor performance in English.

Besides, teachers and pupils questionnaires, teachers' interview and classroom observations guided this research. In this study, the researcher took 1/5 as sample to represent the whole population. After finding analysis, all the hypotheses have been confirmed. First, it was proven that there are no qualified teachers.
