RESUME,

This study set out to find out the impact of unqualified teachers,lack of teaching materials and learners' attitude towards the teaching/learning task on the effective teaching and learning of the speaking and listerning skills in English,in the basic schools in general and on the learners' performance in 7th in particular.The study was conducted in Muramvya provincr ,20 schools were selected.Data from English teachers in 7th form and school headmasters were collected by the use of the questionnaires designed to seek for information about qualification of English teachers,teaching materials and learners' attitudes towards english.To carry out my research.I also used classroom observation.This aimed at getting first-hand and reliable information in that area of research.I also used classroom observation.This aimed at getting first-hand and reliable information in that area of researche.The results from the school headmasters and teachers' questionnaire revealed that unqualified english teachers exist mainly on the field is that teachers' failure to control their personal drives and their ignorance to the new system of education are the major causes of students' low performance in English.Furthermore,uniqualified English teachers like other factors are more or less common in any environment where English or any other language has the status for a foreign language.It was also noticed that there is a lack of sufficient and suitable teaching materials that must be at the teachers and learner's disposal.It is a handicap to a better teaching and learning of English and to the learners ' performance.By learner's attitude,the results of the investigation showed that learners' performance.By learner's attitude,the result of the investigation showed that learners' attitude influenced more on their performance in the speaking and listerning skills.Factors such as:Learners' motivation,learners attitude..can play an important role with regard to success or failure towards learners performance in English.Through this research,it was found out that the performance in speaking and listernng English in the 7th form of the basic schools cannot be achieved like it was the case in the former system because of many barriers,such as:unqualified teachers,the lack of teaching materials and also learners'negative attitude towards English.A general conclusion and some recommendations were drawn and formulated by the researcher.
