RESUME,

This work under iinvestigation is about Attitudes of teachers and students towards the new system of teaching and learning English:a case study of some selected basic shools in Kirundo province.It aims at looking and analyzing the attitudes students and teachers have got towards the new system of teaching and learning English in basic schools.Once the reform started,it may cause some attitudes;but the reform is not the problem.Some measures have to accompany it for its successful implementation.This work is conducted under three hypotheses:1° teachers view the new system of teaching and learning English positively ,20 students consider the new system good even though they would like it to be restructured so hinder the new system.The Chosen population over whom the investigation was carried is learners and teachers of English in the 4 th cycle.Questionnaires for teachers and learners are used as the instruments to help the researcher's investigation.Beside the questionnaires,classroom observation is made to get more information.By the end of the study,findings show that both teachers and students are not hostile to the new system.They enjoy it since it is centered on the learner,and the teacher is a facilitator.Findings also show a lack of qualified teachers,of books,and of well-conditioned classes.There is also the low level of students and interference from other language.Some recommendations are raised up to help in the implementation of the reform.The government should provide an adequate number of English qualified teachers,if not it should organize an appropriate training seminar.It should also avail books and other teaching materials.
Teachers should show the will to teach and make research without seeking for any individual interest .They should create opportunities and an environment that help students to practice English.Learners should try to study English in its four skills willingly.They should try to listen,ask,and practice English with the teachers and peers without shyness and without thiking about mistakes they may make in their performance.
