RESUME,

The present work investigates problems encountered by seventh Form learners in Basic Educational system.The study has been conducted in Matana Commune ,where five schools were selected. The aim of this study is to help teachers and learners who are concerned with those problems to change their mind and improve English language learning so that the main problems to English learning for effective communication should be removed and eradicated from the beginning level.In this research,and classroom observation was carried out.The study is structured around four hypotheses:the well-trained teachers of English who are not motivated to teach and to use teaching methods and techniques,the lack of teaching materials which does not facilitate good learning of English language in Seventh Form of the basic Education,and the learners attitude towards the learning situation that decreases the speed in the language learning process and the learners' achievements.After analyzing the data from the questionnaire and the data from observation in classrooms,the results have revealed that all the hypotheses above are confirmed.
