RESUME,

This work intends to show the problems that the second form Arts learning and teachers encounter in their Engish learning and teaching process.The work was contucted in Muyinga province in selected second form arts.The researcher investigated on elaborated materials to practice English,the English teachers qualification,the favorable linguistic environment for Engish learning as well as learners' positive or negative attitudes towards the language particularly English.
For this,four research questions and hypotheses were formulated to guide this study.Throughout this research,it was found out that there is unavailability of instructional materials,the linguistic environment hampers the English learning process,the english teachers in second form Arts are trained in english teaching career and the second form arts learners hold positive attitudes towards English.
The researcher recommended that partners concerned with the required materials and set up the favourable linguistic environments by officializing English language.Enlish teachers together with the schools authorities should set up English clubs at schools.The ministry of Education should provide training programs abroad for English teachers to promote their competence.
