RESUME

This study sets out to find out the factors affecting the speaking performance of English learners of fourth forms in Basiga Commune. We collected the data by using questionnaires in order to get useful in formation about learners' attitude towards English, the effect of the environment on the learning activity, teachers' qualification and teaching and learning materials. We also used the interview and classroom observation in order to see the reality in that area of research. Through this research, it was shown that the speaking performance for the learners of fourth form is practically low because of their negative attitude towards the English language, the lack of qualified teachers, the lack of teaching and learning materials and the environment which is not conductive for a smooth communication in English. A general conclusion and some recommendations were drawn and formulated by the researcher to pupils, teachers, Government and future researchers.
