Résumé,

Focusing more and more on speaking skill at primary school level, this study sets out to find out the impact of teachers' poor performance towards their learners' effective speaking skill in English. The problem, here, is that leatners in public primary schools are in front of teachers who are not trained to teach English and not good at English at all. There research questions guided the researcher to conduct well the topic and so far, after the researcher' investigation, their hypothesis have been all proven right.

The finding are that, the lack of English training is stressed to be the root cause of teacher' poor performance in the language ; the one will have a negative effect towards the learners' oral expression. A part from the lack of English training, the lack of model and suitable materials as well as appropriate methods affect much the learners' effective speaking skill.
