This is a study of the current methods used by teachers when teaching the oral skill in English in some third forms of arts section in Bujumbura Province. The objective of this study was to provide methods that the teachers should use to develop fluency of the learners in the oral skill. With regard to the topic under study, three hypotheses saying that pupils leave their secondary schools without the ability to communicate adequately and fluently in English was proved true. After analyzing and interpreting the data collected, it was found out that the teachers do not use adequate materials to teach communicative competence. The results also revealed that learners are not given enough time to practive the oral communication. In addition, it was evident that teachers do not use the methods that encourage students to communicate orally. Given the large corps that this research produced, the conclusion was that the pupils' performance in communicastive competence is poor. This is true in so far that pupils are not able to hold a continuous speech after their three years of senior level. Future researchers should thus continue investigating other methods that could be more effective in develping oral fluency in English in secondary schools.
