The research was based on four hypotheses : a) Secondary schools in Muramvya Province do not possess materials and equipment to support the teaching and learning of listening comprehension ; b) The teachers' neglect of listening comprehension affects negatively the learners' performance in the listening comprehension ; c) Students of 1st Form Arts in Muramvya Province are hindered by economic problems for their independent learning of listening comprehension ; d) Learners and teachers encounter many difficulties when they are studying and teaching listening comprehension in classroom. 16 selected schools from different communes of Muramvya Province where we find the 1 st Form Arts were taken as a sample and informants comprise 10 pupils in each school that is 160 informants among 853. In that perspective, the simple random sampling technique and the classroom observation was used. Besides, questionnaire and classroom observation were applied as data collection tools. As result of our research, findings showed that there are problems related to the lack of teaching materials, the lack of motivation caused by the fact that listening is neglected by both teachers and learners, teachers and learners who face some difficulties which hamper respectively their teaching and learning of listening comprehension.
