It mainly at findng out the causes that teachers and learners face while teaching and learning English in an environment like Burundi. Moreover, it also seeks to show the problems that learners face while acquiring the English language. The main problem in this study concerns the low proficiency of learners and their teachers in English, the root causes of low proficiency in teaching and learning English in Burundi secondary schools, and the learners' attitudes towards the English teachers in classroom or teachers' attitudes towards learners. All the hypotheses mentoned, through this study have been been validated by the results from the instruments known as written questionnaires addressed to both teachers pupils of English and the classroom observation which confirm the relevance of the results. However, a population of 120 pupils i.e sixty pupils in seventh forms and Sixty in Eighth forms out of 3245 and 20 teachers was refered to during our survey. The findings from this work have shown that the major causes on the effective learning and teaching of English as a foreign language in our environment are the lack of teaching and learning materials, the lack of sufficient time during English lessons, the lack of follow-up by the parents, the lack of financial support and lack of libraries.
